Environmental Protection Sector takes a share of RMB 210 Billion in 4 Trillion Investment

On the 2nd session of the 11th People’s Congress held on March 6, Zhang Ping, Director of National Development and Reform Commission dwelled on the arrangement of RMB 4 trillion investment scheme of the central government. As observed by the Environmental Protection Industry Research Department of China Investment Consulting Industry Research Center, among the RMB 4 trillion investment, approximately 210 billion are used on energy saving, emission reduction and ecological projects, representing roughly 5.25% of the total investment.
On the press conference for the 2nd session of the 11th People’s Congress, Director Zhang Ping of National Development and Reform Commission expounded the great significance of the RMB 4 trillion investments in expansion of domestic demands as well as explained the distribution pattern of such amount. The investment strategy for RMB 4 trillion is to serve the following purposes: 1) livelihood projects mainly for welfare housing including low-rent housing, forestry zone, cultivation zone and coal slum renovation, involving around RMB 400 billion in total; 2) Countryside livelihood projects totaling around RMB 370 billion, which include safe drinking water, power grid renovation, road construction, methane construction and hazardous housing reconstruction in rural areas as well as settlement of nomadic tribes; 3) Infrastructure construction of approximately RMB 1.5 trillion covering railways, roads, airports and irrigation works, etc.; 4) A total of approximately RMB 150 billion for social undertakings such as education, sanitation, culture and family planning, etc.; 5) Roughly RMB 210 billion are designated for energy saving, emission reduction and ecological works; 6) Approximately RMB 370 billion for structure adjustment and technological renovation; 7) RMB 1 trillion for post-disaster recovery and reconstruction of key disaster-stricken areas in Wenchuan Earthquake.
As pointed out by Zhang Ping, not all of the RMB 4 trillion is invested by the central government, some of which should be undertaken by the local government and others may originate from social investments including investments by enterprises and non-governmental investments. The central government will invest RMB 1,180,000,000,000 which is the total amount of investment borne by the central government from the fourth quarter of 2008 to the end of 2010. The investment amount of specific year and project arrangement are subject to approval of the National People’s Congress after deliberation.
Having directly impacted people’s health, the environmental issue is detrimental to the sustainable economic & social development in China and even burdens the prospective development, which undermines the image of this nation as a responsible big nation. At present, China's economic development has slowed down under widespread financial crisis and the State has made the policy to expand domestic demands to cope with this situation. However, the State has not compromised the environmental protection standards for expansion of domestic demands and meanwhile continued its investment in energy saving and emission reduction, which fully manifests its firm position in environmental protection. As predicted by China Investment Consulting Industry Research Center, the environmental protection industry will maintain fast growth momentum in the next few years.
