More than RMB 1.4 Billion Yuan has been Invested by Central Government Finance to Import Agricultural Science and Technology

The press conference on “Plan for Importing International Advanced Agricultural Science and Technology” (i.e. “948” Plan) was held by Ministry of Agriculture of the People's Republic of China on Aug. 25. Our correspondent has learnt from the conference that, the Central Government Finance has made a total investment of RMB 1.415 billion yuan to implement the “948” Plan, for which more than 1,300 projects have been approved and initiated.
It is introduced that the “Plan for Importing International Advanced Agricultural Science and Technology” (i.e. “948” Plan) has been implemented under “the ninth five-year plan” with the approval of the State Council since Aug. 1994, aiming at narrowing the gap between the agricultural science and technology in China and the world advanced level as soon as possible.
During the 14-year period from 1996 to 2009, China has successively imported more than 1,500 advanced agricultural technologies of all varieties, over 80,000 kinds of germplasm resources and 1,300 sets of instruments and equipment from more than 40 different countries and regions.
In the conference, Wang Yanliang, Inspector of Department of Science, Technology and Education, Ministry of Agriculture of PRC stated that the implementation of “948” Plan has enhanced the improvement of level of agricultural science and technology and the integrated agricultural production ability, promoted the agricultural structure adjustment, strengthened the risk resistance capacity against major animal and plant epidemics and improved the international influences of Chinese agricultural scientific research.
Although the agricultural production technology in China has been consistently improved, it still lags behind a lot compared with the level of developed countries. Wang Yanliang has revealed that, since “the eleventh five-year plan”, China has conducted special researches on the gap between the agricultural production technology in China and that in major developed countries according to different discipline classifications.
By the end of last year, a Consultative Report presented by experts reckoned that the gap between China and the international advanced level in terms of agricultural biotechnology, information technology, machining technology of agricultural products, food safety and other technologies has been six to eight years so far.
Wang Yanliang pointed out that this is certainly only an expert Consultative Report, for which objective analysis should further be conducted and whose conclusion, to some extent, provides a very important reference for defining the future “948” plan and other technology import plans. Against gaps in these areas, China will integrate related resources, increase capital investment and define key points more clearly, so as to narrow the gaps between China and international advanced level in these areas as soon as possible.
